MEETING CALLED TO ORDER

1.         Tim London called the meeting to order at 4:09 PM.

 

2.         A motion to accept minutes from last meeting was made by Patricia Schmidt and

            seconded by Jim Twarog.  Motion carried. The agenda was adopted with corrections.

 

3.            PUBLIC COMMENT:             None

 

4.         OLD BUSINESS:

 

            HHW UPDATE:             Tim reported that the Board of Commissioners had tabled Household Hazardous Waste pickup for 2003. Discussion followed. Tony Beran asked if it would be possible to conduct a HHW pickup every other year. After discussion, Tim advised everyone he would make sure it came up as an agenda item next year. Tony also asked if the BOC had responded in writing concerning HHW. Tim answered NO and explained their response is in the Committee of the Whole Minutes.

            302 SITE PLANNING UPDATE:             Tim explained that Iosco County was now eligible for a 302 Site Planning grant of $300.00 per plan, plus a $1,000.00 continuation grant for the LEPC. After discussion, Jeff Shue agreed to assist Tim with the writing of the two facilities in Iosco County that still need 302 Site Plans; Starboard

Industries (added in last 6 months) and ITT Industries (added this year). Tim London asked to go on the record for the following:

“It is my opinion that the State of Michigan has grossly mismanaged the administration of the various grants that fund 302 Site Planning. If the State had prioritized the 302 Site list, and emphasized the planning starting at the top of the list, several years ago – there would be no urgent need to write plans in Michigan at this time.

Instead, the SERC has divided the allocated funds among the Michigan LEPC’s in a way that has encouraged apathy and resulted in a lack of prioritized planning.”

 

5.         NEW BUSINESS:

            FALL HAZMAT CONFERENCE: Motion by Mike Bridson and supported by Richard Raesly,  to send Jeff Shue to the Fall Hazmat Conference on October 7 – 9, 2003. Iosco County LEPC will pay travel and Conference registration fees. Jeff will stay in a room that Tim has already reserved (no expense to Iosco County). Motion Carried.

            LEPC PLANNING GRANT: Motion by Jim Twarog, supported by Richard Raesly, to participate in the 2003 HMEP Planning Grant program. Motion Carried.

            NEW 302 SITE, STARBOARD INDUSTRIES: Tim explained that Starboard Industries, which used to be a 302 Site, is once again on the list for Sulfuric Acid. As discussed in the 302 Site Planning update, Jeff Shue will assist Tim in the writing of the plan.

 

6.            EMERGENCY MANAGEMENT UPDATE:

            EXERCISE: After discussion, motion by Jeff Shue, supported by Jim Twarog, to recommend to the Board of Commissioners that Iosco County participate in the State Homeland Security Grant program. NOTE: This grant authorized Iosco County to receive $9,000.00 for calendar year 2004 to conduct exercises. The details will be discussed at future LEPC meetings.

 

                        DOJ GRANT FOR 2003: Tim briefed the group that the 2003 DOJ grant would be out soon. The 2003 grant, along with the 2002 DOJ grant, will total over

$80,000.00, but the exact figures have not been released yet. Tim also informed everyone

that he would conduct a meeting with all concerned parties as soon as he had all the necessary information.

 

  1. ANY OTHER BUSINESS: Richard Raesly suggested that an exercise be conducted where amateur radio practiced dispatching in the case of a 911 failure. Discussion followed and it was determined to consider the scenario as a possibility for the 2004 exercise program.
